USACE Small Action Remedial Tool (SmART)
BEM was a critical teaming partner with AnLab Environmental
under an 8a set aside contract, implemented to allow
for expedited hazardous and toxic waste time-critical
removal actions and other projects assigned to the USACE
Kansas City District. The most notable of several projects
performed under the contract was the Tyson Valley Powder
Farm, and Formerly Used Defense Site (FUDS) in Eureka,
MO. The site was a former munitions testing range, where
small caliber arms were tested and, if found defective
or otherwise outside quality control standards, dumped
and buried on the site.
The removal action was accomplished in accordance with
the USACE FUDS program. Major tasks included:

- Field
investigations and remedial actions for Toxic Substances
Control Act hazardous soil and Ordnance Explosive
(OE) wastes at approved Resource Conservation and
Recovery Act facilities
- Regulatory liaison
- Preparation of work plans, including a site specific
work plan, a site safety and health plan and an accident
prevention plan
- Preparation of final closure reports
For the removal action, BEM evaluated and assembled
a series of mechanical screens that were used to separate
the clay clods surrounding casings and shells, allowing
much non-OE soil to be removed from the OE waste stream.
BEM's approach saved the USACE approximately half of
the previously estimated disposal costs.
