Summaries
USPS
This contract was established to support the USPS in
the implementation of various environmental programs
to ensure regulatory compliance at the federal, state
and local levels, as well as compliance with USPS policy
and directives. BEM's outstanding performance on multiple
projects in previous years prompted the USPS to re-award
this contract in 1999. Services provided have included:
Environmental
Compliance Reviews (Environmental Auditing). The phased
process conducted by BEM consisted of a pre-evaluation,
a site evaluation and a post-evaluation. A list of
concerns was formulated and investigated during the
site evaluation. Findings were discussed with facility
managers during the post-evaluation, and corrective
measures were documented in the Review.
- Environmental Compliance and Facility Management
Information System / Geographic Information System.
BEM developed an intranet-based program to facilitate
this effort, incorporating Geographical Information
System (GIS) technology into an interactive database.
This database enabled efficient access, retrieval
and querying of diverse environmental compliance data,
facility information, and health and safety concerns.
Data is now linked to facility locations and provides
updates to applicable regulations and policies.
- Pollution Prevention Opportunity Assessments. Pollution
prevention strategies utilized by BEM have included
evaluation of diversified workplace issues and how
they impact waste generation. Our approach began with
an audit of operations and inventories of waste streams.
We then reviewed options for reduction/elimination
of waste streams, considering costs, labor, the effectiveness
of new or revised methods, and the anticipated waste
reduction.
- Storage Tank Systems Management Plan. To be in compliance
with the USEPA and various state regulatory agencies'
fuel and hazardous material storage tank regulations,
the USPS established a policy to provide a current
inventory of all Underground Storage Tanks (USTs),
Aboveground Storage Tanks (ASTs), and their regulatory
status, and a plan for achieving regulatory compliance.
To that end, BEM was retained to develop a Petroleum
Storage Tank Compliance Survey for nearly 100 USPS
facilities.
"BEM's proactive approach in managing
several simultaneous highly critical and sensitive
compliance audits and air quality issues at various
facilities has greatly assisted the Postal Service
in managing risks and setting priorities."
Robert Skrivanek, USPS Environmental
Compliance Coordinator
