Williams AFB
In 1995, BEM became the full-service prime environmental
contractor for Williams Air Force Base in Chandler,
AZ, in conjunction with the Air Force Center for Environmental
Excellence (AFCEE).
All
environmental activities conducted at Williams AFB have
undergone rigorous regulatory review due to its high
profile within the federal and state governments. BEM
and AFCEE have successfully conducted a series of remedial
investigations, design and cleanup actions, and Base
Realignment and Closure (BRAC) property transfer activities
at the Base that have gained respect and recognition
from the Air Force, Environmental Protection Agency
, Arizona Department of Environmental Quality, and Arizona
Department of Health Service. The partnering efforts
of the Base Closure Agency, AFCEE and BEM gained Williams
AFB the recognition by the National Defense Installation
Association in October 1997 as the premier BRAC installation
for conversion to civilian use.
BEM's innovation was best demonstrated when BEM inherited
the proposed clean-up of 1.5 million gallon release
of jet fuel, involving the pumping and treatment of
groundwater using horizontal extraction wells, an estimated
cost of $20 million. BEM proposed a focused treatability
study extraction of the vadose zone and was able to
demonstrate that no sensitive receptors would be affected
before the groundwater plume attenuated to an acceptable
regulatory standard.
