Representative Client Summaries
Hudson-Bergen Light Rail Transit System
As part of a $1.2 billion program, the New Jersey Transit
Corporation (NJ Transit) is building the Hudson-Bergen
Light Rail Transit System (H-BLRTS) along the New Jersey
Hudson River waterfront across from New York City. The
20.5-mile project corridor runs from Bayonne north to
Ridgefield through heavily industrialized, abandoned,
and residential areas. This project is the largest and
first Design-Build-Operation-Maintenance (DBOM) transportation
program on the east coast.
BEM was selected by NJ Transit to be the prime environmental
consultant, to conduct comprehensive environmental investigations,
prepare remedial designs, remedial action work plans,
construction specifications and associated engineering
cost estimates, right-of-way acquisition and public
involvement support, environmental permitting, waste
management services and construction oversight for the
entire project. The scope of services provided by BEM
has supported the Environmental Impact Statement (EIS),
preliminary and final design and construction phases
of the project.
For this contract, BEM has performed the following:
- Developed and implemented a Memorandum of Agreement between NJ Transit and the regulatory agency to facilitate and streamline the environmental review process;
- Negotiated the treatment of the entire alignment as one site with the Regulatory Agency, as well as the reuse of contaminated soil as construction sub-base within the project corridor;
- Conducted innovative field screening studies on areas of environmental concern to assist in preparing the Alternative Analyses (AA) and Draft Environmental Impact Statement (DEIS) required to comply with the provisions of National Environmental Policy Act (NEPA);
- Developed a property acquisition environmental cost estimate (PAECE) concept, which has since become widely accepted and utilized by NJ Transit and other state agencies in evaluating and acquiring properties along right-of-way areas;
- Designed and performed Preliminary Assessment (PA), Site Investigation (SI),
and Remedial Investigation (RI) for the acquisition
of over 300 private properties and an existing freight
rail line. Tracked and managed all property acquisition
data through BEM's proprietary software (PAECETrakT);
- Remediated over 700,000 cubic yards of soil contaminated
with VOCs, metals, TPHCs, and Chromium VI. Managed
the remedial systems through BEM's in-house programs
(QC
Central® and
MatTrakT), and
- Closed and remediated 40 underground storage tanks (USTs), and identified and abated lead-based paint and asbestos containing materials on vertical and horizontal structures that were scheduled for demolition and/or rehabilitation.
