BEM provides engineering and environmental consulting services to the rail industry for new rail construction and for the maintenance and rehabilitation of existing rail systems and their associated support facilities. BEM has been a pioneer in providing these services to transportation agencies, Architectural-Engineering (A&E) and Construction firms under different delivery systems, e.g. Design-Bid-Build (DBB), Design-Build (DB), and Design-Build-Operation-Maintenance (DBOM).

For new rail construction, BEM is initially involved in the Alternative Analysis (AA) and Environmental Impact Study (EIS) phases, and develops and performs National Environmental Policy Act (NEPA) studies to satisfy Federal regulatory requirements. Prior to construction of new systems, BEM performs preliminary environmental assessments and remedial investigations to help in selecting the optimum alignment. BEM successfully coordinates with regulatory agencies to streamline the review and approval process. In addition, BEM develops engineering specifications and conducts construction oversights to ensure contractor compliance with regulatory processes and environmental specifications.
