BEM Systems, Inc. (BEM) is pleased to announce that we have been awarded a Worldwide Environmental Restoration and Construction (WERC09) contract by the Air Force Center for Engineering and the Environment (AFCEE). The WERC09 is BEM’s seventh prime contract with AFCEE since our inception in 1990. This includes the original WERC contract, which was awarded to BEM back in 2003.
Supporting BEM on the WERC09, is a world-class team of large and small businesses: AECOM, AMEC Earth & Environmental, Brice Environmental Services Corporation, ENTACT, LLC, Lakeshore Engineering Services, Inc., Robert and Company, Turn-Key Construction Services, Inc., and UXB International, Inc.
This five-year, $3 billion indefinite delivery/indefinite quantity (ID/IQ) contract encompasses a full range of environmental, construction, and engineering activities to meet Air Force needs worldwide. However, a substantial portion of the WERC09 will be in support of the Air Force’s Installation Restoration Program and Military Munitions Response Program (MMRP) through Performance-Based Acquisitions (PBA), bringing better cost and schedule certainty to these programs.
President and CEO Mark Nardolillo stated, “BEM is excited and proud to be selected by AFCEE for the WERC09 contract. We have one of the largest and most successful portfolios of completed performance-based task orders for AFCEE since they started using the PBA contracting paradigm in 2001. We are comfortable with PBA contracting both in terms of balancing risk and reward for our employee shareholders, while meeting the Air Force’s cleanup objectives within a finite budget and schedule. We also look forward to the Air Force’s transition to the MMRP, reducing risk and increasing assets. It’s always a challenge, but in the end analysis it’s the kind of projects our staff are most excited to work on, as it affords the most discretion and creativity in achieving the project milestones.”
